Utiq appoints Jana Moran as Managing Director DACH

Norman Wagner returns to the agency side after establishing Utiq as a leading Privacy-First identity solution in Germany
Utiq, Europe’s leading Privacy-First addressability solution, today announced the appointment of Jana Moran as Managing Director DACH, effective 1 March 2026. Moran, who has played a key role in building and scaling Utiq since its foundation, succeeds Norman Wagner, who will return to the agency side to pursue new professional opportunities while remaining a strong advocate of Utiq’s mission.
The appointment comes at a pivotal moment for the German market. Privacy-First identity solutions have rapidly evolved from a future-facing topic into a core infrastructure requirement for digital advertising. In this context, Utiq has established itself as a trusted solution for consent-based, deterministic addressability in the open internet.
Today, Utiq works with more than 300 premium publishers across Europe and reaches over 75 million ConsentPasses – authentic, user-consented signals based on verified telco infrastructure.
Strong market establishment in Germany
In Germany, Utiq is experiencing strong momentum, directly addressing key requirements articulated by advertisers through industry bodies such as the OWM: the need for a unified, deterministic identity infrastructure for the open internet that enables people-based addressability across browsers and platforms, while delivering comparable standards for planning, frequency control and measurement. Against this backdrop, initial large-scale open-web initiatives are deliberately leveraging Utiq – in some cases in combination with NetID – as a transparent alternative to closed platform ecosystems and fragmented identity approaches.
At the same time, publisher adoption has accelerated significantly. Utiq is now live on more than 150 domains in Germany, covering the vast majority of leading publishers. Deeper technical integration at publisher level enables scaled, consent-based reach in the open internet and, for the first time, consistent reach, frequency and impact management in cookieless environments.
Over recent months, numerous large advertisers have activated campaigns on Utiq’s infrastructure to drive addressable reach and measurable outcomes in the open web. Campaign results demonstrate clear incremental impact, including up to 61% higher re-identification rates and up to 40% additional reach compared to cookie-based approaches. As a result, Utiq is increasingly seen as a practical answer to how privacy, scale and planning reliability can be reconciled in the future of the open internet.
Under Jana Moran’s leadership, Utiq’s DACH operations will continue to scale. Julia Gloning, as Director Business Development DACH, leads the publisher and advertiser business, while Laura Kappl, who joined the company in November, is responsible for expanding agency partnerships. Together, the team is focused on accelerating growth and deepening market adoption across the region.
Norman Wagner, outgoing Managing Director DACH:
“Building Utiq’s presence in the German market over the past two years has been an exceptional journey. Identity solutions have moved from theoretical debate to one of the defining topics of our industry. We have demonstrated that Privacy-First addressability works at scale – through strong publisher integrations, measurable campaign impact and real relevance for advertisers. As I return to the agency side, I look forward to supporting Utiq’s mission from a different perspective. The momentum is undeniable, and I have full confidence that Jana and the team will continue to accelerate this success.”
Jana Moran, Managing Director DACH:
“I am delighted to take on this role at such a dynamic moment for Utiq and the wider industry. Having been part of the company since its early days, I have seen first-hand how our Privacy-First approach resonates with publishers, advertisers and users alike. The foundation Norman has built in Germany is exceptional – with strong market positioning, deep publisher adoption and growing demand from advertisers. Our focus is clear: to continue delivering measurable performance for our partners, further scale the infrastructure and demonstrate that the open internet thrives when trust, transparency and responsibility come first.”
Marc Bresseel, CEO, Utiq:
“Norman’s contribution to Utiq’s success in Germany cannot be overstated. Under his leadership, we have established a strong position in one of Europe’s most important advertising markets. Jana’s appointment reflects her deep expertise and long-standing commitment to our mission. She has been instrumental in shaping our DACH strategy from the outset, and I am confident she will lead Utiq to the next phase of growth in this critical market.”
